    What is Flex-E?

    Flex-E is a subsidy scheme from the Netherlands Enterprise Agency (RVO), designed to make investments in and research into flexible energy systems financially more attractive for businesses facing grid congestion.

    • Subsidy for commissioning a professional flexibility scan.
    • Aimed at businesses in congestion areas or with a CSC or CBC contract.
    • Combinable with a Congestion Steering Contract (CSC) or Congestion Mitigating Measure.
    • Applications via the RVO; opening periods are published annually.

    The Flexibility Scan is the part of Flex-E that still has budget available in 2026. The subsidy covers the cost of a professional study of the flexibility options for your energy situation: which system fits best, what the business case looks like, and which additional subsidies apply.     Eligibility

    Who qualifies?

    Congestion area

    Your location falls within a designated congestion area, or you have received a notice about limited grid capacity.

    CSC or CBC contract

    You are entering a CSC or CBC contract, or are negotiating one with the grid operator.

    SME or enterprise

    Open to both SMEs and larger enterprises, provided the scan covers a flexible energy system.

    Application via RVO

    Applications go through rvo.nl. Opening periods are published annually. Skoon helps with preparation and timing.
